the pixelation on the image can be done in PS with:

Filer > Pixelate > Mosaic (or any of the other filters in that folder)

nah, i dont think that's the pixelate filter..it just looks like it was badly scanned and saved low quality to me

hmmmmmm IMO, it could either be:

1: a pattern over the image at a low opacity using a blending mode

2: the Halftone filter using the dots texture and a low contrast value....if im not mistaken, its located in Filter>Sketch>Halftone Pattern

Its probably the latter though also like joy said, it could have originally been a badly scanned pic....note the pixellation just above their shoulderts in the pic.....must have originally been an image with a bad jpg compression setting

looks like it's been scanned from a magazine, you get a moire effect like that with anything that's been printed full colour, then scanned, don't think it's an intentional effect, it's probably crystal clear on the source image

Actually, it looks like a scan from a newsprint magazine. The moire pattern could be intentional or accidental. <shrug>

hehe sorry i did'nt get back to you a bit faster, i mean the lighting effect, i think its done by the camera and the lighting where it was taken. i dont know if its a scan from a magazine, i just found it searching on google
