Cell Shading

I was wondering if there's any easy way to make a cellshading effect to an image?

Like, lets say I have a photo with a face.
Or anything?


Got any ideas?

Thanks, I've read it now.
Basically, all it tells you is to make a new layer and draw on it.
But thanks.

Is ther any other way? Like a plugin (I've NEVER used or even got a plugin for Photoshop) or filters or something?
