this webmonkey tutorial tells you how to set up apache and php + mysql

It is a good idea to use a test server they are quicker and you can actually edit the code almost live without having to upload

Don't forget it is possible to install mysql/php on windows iis. For personal testing, it's a good idea to practice and test on the server machine which will prevent you having to upload a page each time you wish to test it (which would make a long, long, long learning path).
Good luck on your venture into php.

Absolutely incorrect, as both PHP and MySQL will run just fine under IIS.
Has been since the PHP 4.05 ISAPI filter and MySQL-Windows distribution. good to see we agree on that...
now if only I can get my IT guy at uni to see the benefit of it...

You can also install it on osX now, which is usefull for all thos plastic lovin' mac people out there... :)
Seriously though, I love PHP and probably one of the best places for learning that I've found is http://www.phpbuilder.com/. They have all of the manuals online plus a whole bunch of code snipps and tutorials, really good site.
harlequin.
stuff online manuals - download the win help file... that is pure GOLD

i've installed both php and mysql on IIS, and on Apache;
I would have to say, installing them on IIS was much easier, but if you are developing for the apache environment it would be better to go the extra mile just for that.
If you have any problems, I'm sure I could solve them in an instant.
