I've run into this problem many times. You have a wrap around on page 1 or a spread in inDesign. But you're stuck with a Page 1 that is left blank on the Pages Tab. Here's how you get rid of that useless thing!
This is what you normally have. Ugly, cluttered and annoying when you need to make it a PDF.

Let's fix that:
1. While holding down "SHIFT" on your keyboard, click on page 2 and 3 with your mouse.
2. Both pages are now selected. Now right click the selection. If you don't have a right click, hold down the command/Apple key (Macintosh) or the Control key (PC) and click the selection.
3. The image below is the dialog box you should get. Click on the selection "Allow selected spread to shuffle". You should see those page numbers getting brackets in the Pages tab, meaning it worked.

Now simply select Page 1 and hit the delete button! Sweet!
