the layout ain't bad.. the fonts are kinda small and hard to read.. the color scheme should match the color of the fonts.. or just enough to make it readable.. no judging yet for you, i'll be there when the final arrives..

alrighty, first off the fonts are too hard to read on the bar things you have up there. You need to use a different font besides times new roman. I dont like the splash nor the banner on the main page. And there seems to be alot of useless space in your tables. Other than that the site has a good feel and pretty good color scheme

Um, well, the "Welcome" pop-up with the Ok and Cancel button is just useless so drop that.
I'd also drop the Splash page completely.
