If you noticed the, Default skin for Graphic-Forums.com, there is this dotted border on the banner on top, I wanted to ask, is it possible to get that kind of dotted in Photoshop 7.0, or was it done in Paint Shop Pro

make new document 3 px wide and 1 px high. Color first pixel white and other two any other color you want (blue here). Select all and edit > define pattern. In the document where you want your border make a selection for it (1px high and as wide as you need). You can use Single row marquee tool here. Fill with your custom pattern.
