Cartoonish/'flat' effect

Alright, so I've been meaning to ask this for awhile...but, how is this ...http://www.pick-me.net/

The cartoonish girl at the top, that sort of effect.

I know it's possible to do it in Macromedia Freehand but, it doesn't come out so great. So, basically I'm wondering if it's possible in ps7.
Any help would be greatly appreciated!

illustrator / flash mx pen tool (vector art) definately something you have to remedy as an artist.. its very difficult but once you get the hang of it results leave people speachless

it's actually not that bad to work with...just spend some time experimenting around with the tool to get to know it.
