That's hard, actually, i'd go so far that printing it out, cutting it up, then taking pictures of it, and postworking on it would be easier than to do it fully digitally. If you are to do it digitally, you wuold still need some sliced up papers, wich to take pics / scans of, to place over the image itself and set to the correct blending modes.

how can u make the " cut effet" for the poster

yup, i'd do it manually then scan it or take a photo, then do the postwork after, it'd be hard to recreate digitally

I'd say layers.

Cut out parts of the image with the lasso tool and apply brushes around the borders of the cut outs

do the same with added images as well
