Im not quite sure how to explain this...but imma try. A while back I found a few sites that were designed to look like they were old fashioned advertisements, or the graphics and design elements they used gave a whole old-fashioned kinda feeling. I forgot to bookmark the sites though, and am interested in learning about techniques and tips to create old fashioned looking layouts and/or artwork. Any info on this would help me out A LOT! :) thanks

I know what you mean
i can't point you to any tutorials, but try and play around with smart blur and colour halftone.
Those are the ones i used in a battle against Senders, when i wanted to achieve that effect

Crumpling paper, scanning it, and using it as a texture also gives you a nice sort of old-style look, if used correctly.

I just finished my piece for the GF Tournament 2....I used some retro design techniques to make it...Check it out if you want....I learned that its mostly in the type that is what makes things look old fashioned or retro. I basically just typed in Retro Advertisements in google and studied a bunch.
